Since I don't know all the details of issue 5, I have a couple of questions.
When a vacancy occurs, can the mayor simply appoint someone to the Chief/Assistant Chief position or is a candidate search, with interviews, etc. mandatory? If a search for candidates happens, who establishes the criteria for applicants?
Once employeed, does the mayor need cause to terminate the person hired under the issue 5 guidelines or can termination occur for any reason (or no reason at all)?

Since the Dept. of Safety has been officially eliminated, is the Fire Division now technically the Fire Department?

At its December 19th meeting, City Council elevated the status of the Police and Fire Divisions to that of a City Department. Today Acting City Manager, Timothy H. Riordan, announced his appointment of Chief Robert Wright as Director of the Fire Department. Chief Wright will retain his duties as Fire Chief for the City of Cincinnati.
Mr. Riordan said, “Enacting this organizational change will establish more direct communication and accountability. The Police and Fire Chiefs will now report directly to the City Manager.”<br> Chief Wright has served with the Cincinnati Fire Division for over 28 years. On October 2, 1997 he was appointed as the City’s 16th Fire Chief. He graduated, with honors, with an associate degree and a bachelor degree in Fire Science Technology from the University of Cincinnati. He has also attended numerous fire service training schools and is a graduate of the National Fire Academy’s Executive Fire Officer’s Program.
Chief Wright said that “my number one personal goal is to maintain the Fire Department’s high service rating and to improve on the level and quality of service provided to our community.”<br>

Something else that I wonder about, since the positions can now be appointed does that mean there will no longer be any type of testing for the Chief/AC positions.
Is it purely a matter of the persons resume now?
