Hi,
I just turned on the scanner a few minutes ago and heard RAT 32 responding to a working fire on Belmont Avenue in College Hill.
When was the official use of the RAT implemented and does anyone know if this was the first RAT response?

Officially RAT was implemented at 0700 on January 6th, 2003. I'm not sure if it is the first response since then or not.

For a R.A.T. response, is it the Ladder Co. only? or does the Ladder Co. and Engine Co. respond?

On report of a working fire, a RAT Company (Trucks 3, 17, 20, 31 & 32) is dispatched. If a RAT Truck is on the 1st alarm, the nearest Rat Truck will be dispatched on report of a working fire. For example, a 1 alarm for Whetsel & Bramble in Madisonville comes in, Trucks 31 & 18 are on the 1st alarm. Dispatcher is receiving nemerous calls reporting fire or the 1st Company reports a working fire, Truck 32 (T-3, T20, T-17) will be dispatched as the RAT Company.
In the event that a "MAYDAY' (basically this is the call that a firefighter is trapped, needs help, etc...) is transmitted at the scene, a 2nd alarm will be transmitted, a RAT Chief assigned, a RAT Assist Company(an Engine) assigned. Sq 52 also has a role. I believe they only enter a building now if the expertise to extract a trapped firefighter exceeds the capabilities of the RAT Truck.
These pieces can also be put into place at extra alarm fires without a firefighter being trapped.
This is something new for us, so I think it will be evolving over time to adapt to different situations.

Is the RAT Assist Company fully RAT trained or to a lesser degree? Are Engines 3, 17, 20, 31, 32 the only RAT Assist Companies?
Also, is the RAT Assist Company an additional 2nd Alarm engine? For instance, on a 2 engine 2 truck box would they get a 3rd engine or just 2 engines?

If you have any questions on RAT, then talk to me to because at the Explorer's program w/Denny baker in the last couple of weeks we have been doing RAT drills which i have to say is pretty interesting to do. Besides it is also hard work to do.

A RAT Assist team is the closest available company. The assist team really doesn't need the full training, they are basically pack mules. Their primary job is to get the equipment that the actual RAT needs to them. Sure, there will be times when they do more, but, I beleive the primary focus was that the RAT will search and then call on the assist team to help from there. Also the assist team will perform functions that the initial RAT did not get to prior to the MAYDAY like placing ladders and opening doors. They will be under the direction of the RAT Officer, when possible.
ALso to only use the Engine companies that were trained presents a delayed response problem. For example a fire on Vine St would have the 17's as the assist team when the 29's or 14's or 5's may be closer.
The rat assist is not pat of the 2nd alarm nor is the initial rat.
Just some thoughts.

This RAT system sounds a little complicated to someone unfamiliar with CFD's operations or layout. What training and equipment do the RAT companies carry that standard companies don't have? Is there any thought as to eventually getting all companies trained to the RAT level? Down in Lexington (where I work), we have what is called a REACT team. Essentially this is a crew on a safety line that is expected to perform firefighter rescue in an emergency. In other words, the practical implementation of our system has been left to chance. I'm just curious how you all get the job done. CJ

At the 3 alarm on E. University this morning, RAT 3 asked for a RAT assist company. Engine 5 was dispatched for this assignment.
Was there a firefighter down? I was just wondering as to why as this was the first time I had ever heard this type of request.
